MPU because of points
Anyone who reaches 8 points in the driving fitness register in Flensburg is considered unfit to drive, and the licence is withdrawn. A new one can be issued after six months at the earliest. For that, the authority usually requires a positive MPU assessment.
The points system in three stages
The driving fitness rating system is set out in § 4 of the German Road Traffic Act (Straßenverkehrsgesetz):

When do I get my licence back?
After withdrawal because of 8 points, a new licence can be issued six months after the withdrawal took effect at the earliest. To show that you are fit to drive again, the authority usually orders an assessment by an officially recognised assessment centre, in other words an MPU.
The six months are a good time to prepare. Anyone who only starts after the ban ends often loses several more months.
What is the points MPU about?
An MPU because of points is rarely about a single event, but about your driving behaviour over a longer period. The assessors want to understand how so many offences came about and whether your attitude has really changed. Typical questions are:
- Which offences were they, and can you explain each one?
- Why did you not change anything sooner, after the reminder and the warning?
- What role did time pressure, your job or your attitude to rules play?
- What do you do differently today, specifically in everyday life?

Do I always have to take an MPU with 8 points?
For the new licence, the law says the authority usually orders an MPU. Exceptions are rare and are decided by the authority.
